The Challenge
The US Army Corps of Engineers (USACE) was responsible for remediating the Cornell Dubilier Superfund Site in South Plainfield, New Jersey. The construction schedule required shipping of over 36,000 tons of PCB contaminated soil from the project site in a four month time frame.
The Goal
Heritage Waste Solutions (HWS) partnered with the remedial contractor’s team to develop a transportation program to meet the aggressive construction schedule. HWS offered transparency of records and documentation so that the interested parties including USEPA and USACE knew where the waste was in the transportation and disposal process.
The Solution
HWS provided a multi-modal transportation strategy that included truck and rail shipping of the TSCA regulated material. Over the course of 4 months, HWS shipped more than 36,000 tons of PCB contaminated soil from the project site using both intermodal containers and triaxle dump trucks. The intermodal containers were transported to Indianapolis via rail prior to being trans-loaded onto trucks for final disposal at a Subtitle C Landfill located in Roachdale, Indiana.
HWS also provided truck to rail transportation of sixty-three (63) intermodal containers representing approximately 1,150 tons of RCRA/TSCA mixed waste to a hazardous waste incinerator in Texas for treatment and disposal.
Project Impact
The transportation portion of the project was completed on-time, with no injuries or incidents. The HWS transportation and disposal program enabled the contractor to meet the aggressive off-site disposal schedule, while providing visibility into the transportation and disposal process.
